The contract period of employment shall be for 11 months with Govt. of Bihar and can be Renewed/Extended.
Gross Salary per month :Rs. 148,500 /-

Position Name: -Traffic Engineering Expert
Reports to: -Principal Secretary Road Construction Department
Essential
Bachelors degree or higher (full time) in Civil Engineering.
Minimum 10 years of experience in traffic management and / or transportation sector
OR
Retired personnel from Government / Defence Services / Paramilitary with minimum 10 years of experience in traffic management and / or transportation sector (last held position should not be lower than Superintendent Engineer or equivalent level)
Preferred
Less than 70 years of age as on 1st January 2019
Experience in traffic engineering and / or road safety projects and / or conduct of road safety audits & testing and / or evaluation & implementation of traffic control & safety systems / processes
Proven track record of working with state / central government organizations / bilateral / multilateral organizations on programs of similar nature and size
Masters degree or higher (full time)in Traffic Engineering / Transportation Engineering / Civil Engineering / Road Safety
Certificates / Courses in relevant areas will add weight to the candidature
Honors / Awards / recognized publications in relevant area will be an added advantage
Key Accountabilities
Strategizing and Expert Advisory
Design a strategic plan and roadmap for development of traffic management systems and conduct of road safety audit studies in the State of Bihar, in conjunction with relevant stakeholders in the Department (Principal Secretary, Secretaries etc.) and related functionaries
Contribute to Departments work plan related to road user behaviour Studies, through insightful analysis and innovative solutions
Conduct sector research and provide insights and perspective to ensure incorporation of best practices and latest trends & technologies in traffic engineering and road safety from across different states and facilitate management decision-making
Assist the Department in formulating new policies and reforming existing policies in order to establish an efficient driver testing and evaluation system
Support the Department in developing and implementing systems and processes to ensure safety of vulnerable road users
Provide technical advice and support in design and evaluation of traffic control devices for various roads and highways in the State
Liaise with relevant officials in the concerned Department to develop ideas and plans to address other priorities related to the Department and undertake strategic and operational planning exercises
Establish and build partnerships with important and relevant national and international level bodies and organizations like Construction Federation of India, World Road Association, Engineering Council of India, IRCON Indian Association of Structural Engineers etc. and research and training institutes including Central Road Research Institute (CRRI), Engineering Staff College of India etc., and leading private organizations to garner support for establishing traffic management and road safety systems in the State
